Committee Comment – The Neighbourhood Plan paragraphs 1.19-1.22 noted the specific sites allocated in the Joint Core Strategy and the then-emerging GNLP and due to the level of new housing growth proposed did not allocate further sites for development.
We note that a five year land supply has been identified in the adopted GNLP.
The proposed development is outside the existing settlement boundary.
In the committee’s opinion Policy 7.5 of the GNLP does not apply to this site as the proposed houses are not self-build or custom-build.
Policy DM1.3 applies stating that permission for development outside the settlement boundary will only be granted if it demonstrates overriding benefits in terms of economic, social and environment dimensions.
In the committee’s opinion the short term economic benefits due to construction work and the subsequent benefits from local spending do not represent overriding reasons to approve the development.
