Committee View: Neutral – This site was the subject of an Outline Planning Application 2019/2115 with Consent granted on
31st March 2022 for demolition of one building and erection of up to 40 dwellings with public open
space and associated infrastructure all other matters being reserved.
As the current Outline application is substantially similar to that application. the Town Council
trusts and presumes that if approved, the Conditions set for that development on 31st March 2022
will be applied to the new application
Subsequent to the approval in March 2022, the Redenhall with Harleston Neighbourhood Plan and
its associated Design Guidance and Code was adopted in October 2022. The Town Council would
be looking for the Neighbourhood Plan policies to be fully considered at this stage and at the
Reserved Matters stage.
At this Outline application stage, we wish to draw particular attention to the following policy:
Neighbourhood Plan Policy RWH15: Traffic generation and safety
Policy RWH 15 requires measures to be taken to mitigate potential impacts of major new
developments upon highway and pedestrian safety as well as on traffic flows elsewhere in the
town.
A primary concern is with regard to traffic seeking to leave the site via the Dicky Hill, Hallwong
Lane, Low Road route. The Town Council supports the comments in this regard made by Starston
Parish Council.
The Town Council has been advised by SNDC, in relation to previous applications, that although
developers carry out individual Traffic Assessments, NCC Highways will look at the whole picture,
having regard to the traffic already being experienced at the application site and the expected
increase in traffic flows from the site in question and any relevant nearby sites. Should the Gawdy
Hall application, 2025/0104, be approved, we urge that the cumulative traffic effects of both
developments be considered in totality, with a view to providing mitigation as per Policy RWH15
Should Outline Approval be granted, the Town Council will be looking to the following

We would also look for the principles set out in the Design Guidance and Code to be applied.
