Application: 2024/0410
Amended application received on 6th September 2024
Proposal: Rebuild of front boundary wall, installation of railings to coping of wall.
Replanting of hedge behind railings.
Location: 2 London Road Harleston Norfolk IP20 9BW
Applicant: Mr Daniel Green
Application Type: Listed Building Consent
Committee View to the amended application on 7th October are to Object with the following comment
The Planning Committee, in principle, would support the new plan as set out in the Selbourne House Driveway document. However, there is a major inconsistency between that document and the elevation drawing and the detail provided in the planning application form with particular regard as to whether or not the vehicle gates and additional car parking at the front are being requested or not. We would also refer to the recent letter from the Highways department which seems to confirm there is an inconsistency.
However, alternatively if it is still planned to gain access to the property for cars from London Road our previous objection stand.

Proposal: Installation of new gated driveway
Application Type: Listed Building Consent
Planning Committee Comment – Neutral – The Town Council Planning Committee can see advantages to this development but have some concerns regarding the additional direct access onto the London Road adding traffic at a point close to the exit from JD Young Car Park and the busy junction of London Road with Church Street, which experiences heavy use already.
The Planning Committee also have concerns regarding the potential damage to the tree roots due to the installation of the turntable and driveway, and the potential loss of the hedge.
The Town Council are happy for the Conservation Officer to decide if the proposed design materials are in keeping with the setting of the listed building.
On the 17th April 2024 further documents were submitted to SNDC Planning Portal. Further comments are invited no later than 10th May 2024.
Committee View on Amended Application – Neutral
Committee Comment – The Planning Committee has serious reservations as regards to the traffic implications of vehicles entering and leaving this property as well as the four further traffic flows that exist at present ie London Road, MarketPlace/Church Road, JD Youngs Hotel car park and Recreation Walk which already lead to congestion.
Councillors have received concerns from local residents during councillor surgeries and council meetings expressing these concerns.
We urge the Highway Authority to assess this proposal in light of these concerns.
