Aims of the Neighbourhood Plan
By undertaking a Neighbourhood Plan, the steering group aim to:
- Establish what is special about the parish of Redenhall with Harleston
- Enable residents to influence and shape new development in the parish, in terms of design, character, heritage, amenities, and the environment
- Identify community needs for the use of developer contributions and other possible funds
Vision for the area
Harleston will continue to be a small, thriving and attractive market town with a community feel. It will have a range of housing types and tenures to suit all ages and incomes, supported by appropriate infrastructure and employment opportunities. Development will be sustainable, well designed, and suitably located, integrated and connected. The surrounding area will remain rural, and the natural environment and local heritage will be protected. The area will continue to be a desirable place to live, work and visit for current and future generations.
What is Neighbourhood Planning?
A Neighbourhood Plan is a planning policy document written by the community to guide future development in the area.
The document can include policies on housing design and the types of houses needed. Other policies could feature employment sites, the protection of green spaces, community infrastructure, leisure facilities, heritage, the natural environment and transport.
Policies in the Plan will be influenced by the existing character of the area and the views of local residents
It must be stressed that the policies produced cannot block development that is already planned for (in the Greater Norwich Local Plan). What they can do is shape how development is to take place.
The Town Council has appointed a Steering Group to take the lead in creating the Neighbourhood Plan, which will be seeking the views of residents, businesses, local groups and organisations, landowners and developers. It is essential that the Plan is community-led and represents the views of Harleston town and the surrounding area that makes up the parish.
When the Plan has been prepared, it will go to a referendum, and will be adopted if the majority vote in favour.
