All of the civil works (i.e. footway paving, kerb realignment and carriageway surface works) have been completed with all traffic management removed from site.
All of the signage works have also been completed with the exception of a second No-Entry sign at the top end of Bullock Fair Close which will be installed as soon as it has been received. One No-Entry sign is already in place here.
The physical measures to prevent access to the car park (i.e. removable bollard and traffic control plate) will be installed in the early New Year.
Loading kerb blip markings have not been reinstalled outside the Barclays Bank following the footway works and new road markings are to be put in place on Church Street to warn motorists that they are approaching a pedestrian priority area. These will be resolved as soon as possible.
Status of Bullock Fair Close.
Access to the car park from Bullock Fair Close is prohibited following the scheme.
Access is controlled by a No-Entry restriction at the top end, as indicated by the signage in place (with a further sign due to be installed shortly).
This restriction is also backed up by a traffic order.
Physical features are to be installed within the car park itself to prevent access, these are likely to be installed in the New Year.
With this restriction in place, access to residential properties and businesses is maintained along the road, meaning that it is legal to turn left here but it is not legal to continue into the car park.
A new No Through Road sign has also been installed at the junction of Bullock Fair Close and The Thoroughfare to help assist notify the changes made.
Directional signage for the car park have also been amended to reroute traffic via Wilderness Lane.
A minimalist approach to signage to reduce street clutter and respect the historical nature of the town centre , as well as its conservation area status, but additional signage is being reviewed.
The planters and picnic tables for the Market Place have arrived and are now in place: https://harleston-tc.gov.uk/new-market-place-street-furniture.
Further planters will be in place in early January which will be sited along the Thoroughfare and will prevent any parking on the footway.

The Town Council has been made aware that there is parking in front of the access entry and exit to Old Post Office Court, all road markings and signage is in place and it has been confirmed that it is not legal for cars to be parked there. Residents of this area are often blocked in / or out of their property as people leave their cars illegally. Please be considerate to others and respect that this is a residential area.
Enforcement Officers will be visiting the Town to reinforce the new measures.
