1. Welcome
2. To receive and consider accepting apologies from members unable to attend.
3. To receive and note any declarations of members’ pecuniary and/or non-pecuniary/other interests pertaining to items on the following agenda, to note any dispensations granted in respect of business to be discussed and to consider any requests for dispensations.

6. To consider a resolution under Standing Orders 3e to suspend the meeting to receive reports from the Police, County and District Councillors, and to hear comments from members of the public on items to be discussed on the agenda (the period of designated time for public participation is 20 minutes unless directed by the Chairman of the meeting and individual members of the public are entitled to speak for a maximum of 5 minutes each).
7. Co-Option candidate to provide the Council with information on their background and experience and explain why they wish to become a member of the Town Council. (Maximum 5 minutes per candidate).
a) To consider co-opting candidate who have come forward in response to the casual vacancies on the Council and, if appropriate, to appoint a Councillor by co-option. (If appointments are made, the new Councillor should then sign the Declaration of Acceptance of Office). (Maximum 10 minutes.)

9. To receive and review Section 3 of the ‘External Auditors Report and Certificate for the year 2022/23’, and forward any comments to the Clerk/RFO (copy herewith)

a) The Finance Committee recommends that the Town Council authorise the use of S106 funds to cover the cost of £1,436.80, as quoted by Proludic, for repairing the Giro Spiral on the Recreation Ground (copy herewith)
14. The Leisure Centre Management Committee and the Finance Committee jointly propose entering into a 24-month electricity supply agreement with EDF for the Leisure Centre Building.
15. The Leisure Centre Management Committee recommends that the Town Council approve the proposal from Harleston Shed, as provided (copy herewith)
16. The Leisure Centre Management Committee recommends that the Town Council approve the dissolution of the working parties responsible for the Leisure Centre recovery plan and the Recreation Ground and Play Area.
17. The Leisure Centre Management Committee recommends that the Town Council approves the application for planning permission from SNDC for three Car Boot Sales to be hosted on the Recreation Ground in 2024.
18. The Planning Committee recommends Town Council approval for the layout and adoption of street lighting in the Briar Farm development, receive and review the S38 agreement for approval (copy herewith)
19. The Town Council is asked to deliberate on their role in D-Day 80, specifically, whether we should participate by lighting a Beacon or by hosting any other type of event.
a) To approve the budget amount for the event, subject to the details outlined above (attached herewith).
20. To receive an update of the outstanding matters relating to the Town Improvement Scheme (copy herewith)
21. To authorise the Clerk to initiate an application for the Parish Partnership scheme, aiming for 50/50 funding for the Market Place bollards as previously approved. 100% of the funds from the Community Reserve EMR348 will only be utilized if the application proves unsuccessful.
