Update on Local Government in Norfolk

The Government has announced plans to reorganise local government in Norfolk, proposing a move to three new unitary councils from April 2028 (subject to approval).

What’s proposed:
• East Norfolk Council – covering the remaining areas of Broadland, Great Yarmouth, North Norfolk and South Norfolk
• West Norfolk Council – covering Breckland, King’s Lynn and West Norfolk, plus some South Norfolk parishes
• Greater Norwich Council – covering Norwich and selected parishes from Broadland and South Norfolk

While this isn’t the model proposed by Norfolk County Council, work is underway with partners to ensure the new structure is effective, stable and delivers high-quality services.

What happens next?
• Parliament must approve the changes
• Transition planning will begin to ensure a smooth shift
• Councils will continue delivering all services as normal
