1. Welcome

2. To receive apologies from members unable to attend

3. To receive declarations of pecuniary or any other interests

4. To approve the minutes from the last meeting – 17th October 2022

5. Matters arising from previous minutes.

6. The Meeting will be adjourned for public participation for items to be discussed on the agenda only (maximum 10 minutes)

7. To receive and review the projected financial reforecast

8. To receive the payments lists and approve any outstanding payments.

9. To receive and discuss the draft 23/24 budget complied by the Budget and Precept working party

10. Clerk to provide an update on CIL Money

11. Clerk to provide an update on Section 106 funds held at South Norfolk Council

12. To review the Reserves Policy and recommend adoption to Full Council

13. To consider the received grant applications

a. Harleston Information Plus for £6,500 to go towards core costs: rent, utilities, and salaries.
b. Harleston Historical Society for £260 to go towards the annual rent for the Museum

14. To approve the appointment of DanArbour LTD to cut the hedges on Swan Lane at a cost of £580 using account code 201/4121 Maintenance Contractors following a request from the Leisure Centre Management Committee to delegate authority to the Clerk to instruct on the best quote at the meeting held on the 12th October 2022

15. To consider the request from Harleston’s Future for a donation of £500 towards the cost of the Harleston and Waveney Festival 2023

16. To consider the quotes for a solicitor to compile the final draft of the Football Licence Agreement and agree the appointment.

17. To receive information on renewal of business pavement licences and agree any necessary actions.

18. To receive a briefing paper on the duck population in Harleston and consider agreeing a budget of £300 for new signage and leaflets 2023/24.

19. To consider and agree the proposal, in principle, from Harleston Shed to a cost of £1149 for the acquisition of land on Paddock Road subject to agreement following further discussion with all parties involved

20. To receive an update on the street furniture and approve related purchases

21. To note the following

a. The contribution of £750 from Harleston Future towards the cost of the defibrillator and its casing.
b. The contribution of £1323.19 from the Harleston Children’s Play and Recreation Association towards the cost of maintaining the play equipment.
c. The successful grant application for Warm Rooms of £600
d. New pay scales effective from the 1st April 2022 (Confidential Item)
