1. Welcome

2. To receive and consider accepting apologies from members unable to attend.

3. To receive declarations of pecuniary or any other interests

4. To approve the minutes of the last Town Council meeting on Wednesday 22nd February 2023

5. Matters arising from previous meeting – 22nd February 2023

6. The meeting will be adjourned for public participation for no longer than 10 minutes and for discussion on agenda items only

8. Finance

a) To receive and note the contents of month 11 Income and Expenditure report
b) To receive a briefing paper and agree the appointment of an internal auditor to complete the annual internal audit 2022/2023
c) To agree the Clerks recommendation to pay the Norfolk ALC and NALC membership subscription (2023/24) was £776.36, this year’s subscription is 20% rise = £931.63

9. To note the successful bid for Parish Partnership funding for an additional SAM2 machine and additional monitoring positions.

a) To agree to accept the conditions as set out by Norfolk County Council (Highways) for delivering the scheme.
b) To agree to the Memorandum of Understanding between Norfolk County Council (Highways) and the Parish of Redenhall with Harleston concerning the use of temporary Speed Awareness Messaging

10. Clerk to provide an update on the status of the football licence and members to agree the next steps.

a) To note that Harleston Town Football Club agrees to work with Jackaman’s Solicitors and will pay for any costs relating to this appointment.
b) To consider Harleston Town Councils appointing Jackaman’s Solicitors to undertake the writing of the lease agreement and associated documents on behalf of Harleston Town Council working with Harleston Town Football Club.
c) To agree in principle that the lease will run for 15 years in order for two sets of FA funding be obtained by Harleston Town Football Club over the next three years subject to the agreement of Jackman’s Solicitors.

11. To receive all matters relating to the Kings Coronation

a) To agree that Cllr MBA, Luci Waters and Lynda Ling as members of the working party for the Kings Coronation on the 7th May 2023.
b) To agree the Terms of Reference for the Kings Coronation event on the 7th May 2023
c) To note the Briefing Paper on the Kings Coronation
d) To agree the budget to a maximum of £500 to be allocated from EMR350 (ringfenced from the Jubilee celebrations) for the Kings Coronation.

12. To receive passenger consultation from Norfolk County Council travel and transport services and consider a response relating to the bus service 581

13. To receive a request from South Norfolk CPS and for the Town Council to agree in principle to being involved in the antisocial behaviour project.

14. To receive a report from the Nature Recovery Steering group

15. To receive a briefing document from the Harold Dean Trust and consider the proposal for the Town Councils support.
