9. General Power of Competence
To note that from 27 May 2026 the Council continues to meet the eligibility criteria set out in the Localism Act 2011 and The Parish Councils (General Power of Competence) (Prescribed Conditions) Order 2012 and therefore continues to adopt the General Power of Competence.
10. Community Land at Mendham Lane (Lovell – Phase 5)
To consider correspondence from Lovell Partnerships regarding S106 obligations for electrical and water services to the community land.
Members are asked to note:
• Services were due by 26 May 2026 under the S106 agreement.
• Lovell advise delivery is not currently feasible due to development progress.
• Lovell request written confirmation that the Council accepts this position.
Recommendation:
To determine whether to accept the delayed provision of services at this stage.
11. Annual Governance and Accountability Return (AGAR) 2025/26
a) Presentation of AGAR Form 3
b) To receive and note the Annual Internal Audit Report
c) To complete and approve the Annual Governance Statement (Section 1).
d) To approve the Accounting Statements (Section 2).
12. To consider renewal of the Council’s insurance policy for the period 23 June 2026 to 22 June 2027 at a premium of £9,726.34
In accordance with Financial Regulations, Members are also asked to review the adequacy of the Council’s insurance cover as part of the annual review of risk management arrangements [
Recommendation:
That Council:
a) Reviews and confirms that insurance cover remains adequate; and
b) Approves renewal of the policy for 2026/27 at the stated premium.
